Antonio Beltrán Arranz

 Antonio is an expert transport consultant specialised in rail and public transport. His experience builds upon strategic, economic and commercial advisory to public and private sector organisations, including the development of business cases and Cost Benefit Analysis for major rail infrastructure projects, demand and cost forecasting, commercial advisory for rail transactions and strategic advice. He leads most of Steer’s work in continental Europe and is Steer’s Business Case and Appraisal Discipline Development Lead. His experience includes major business cases in the UK, such as the TransPennine Route Upgrade and the Midland Main Line Electrification schemes, rail franchises, concessions and open access opportunities for operators and investors in the UK, Spain, France and Portugal, and provision of strategic support in the context of opening to competition, inclduing to the French Ministry of Transport, the Spanish Infrastructure Manager and a Public Transport Authority in France.
