Marcel Ionescu-Heroiu is a graduate of the Economics Faculty, Babeș-Bolyai University in Cluj-Napoca, has obtained a Ph.D. in Urban and Regional Planning from Cornell University in Ithaca, New York, and now works as a Senior Urban Development Specialist for the World Bank.
